§  139-d.  Storage and display of firearms, ammunition and explosives.  1. Any municipal corporation may by local law or ordinance regulate  the  storage,  possession  and display of firearms, ammunition or explosives.  Such regulations may provide for:    (a)  the  establishment  and  enforcement  of  standards  of   design,  construction  and  maintenance  of  buildings  and  structures  in which  firearms, ammunition or explosives are stored;    (b) the establishment and enforcement of standards of security for the  storage of such firearms, ammunition or explosives;    (c) the location of such buildings and structures;    (d) the quantity of firearms, ammunition or explosives  which  may  be  stored in such buildings and structures;    (e) the manner of such storage; and    (f)  the times and circumstances under which such firearms, ammunition  or explosives may be displayed to public view.    2. The regulations provided for herein shall not apply to the personal  possession, use or ownership of firearms or ammunition therefor.    3. The exercise of the power granted in this section by a county shall  relate only to the area  thereof  outside  any  city,  or  village;  the  exercise  of  such power by a town shall relate only to the area thereof  outside the village or villages therein.
