§  211.  The  superintendent  shall  order  a study of the utilization  trends and  experience  and  the  rate  and  premium  impact  to  health  insurance consumers of paragraph twenty-one of subsection (i) of section  three  thousand  two hundred sixteen, paragraph eleven of subsection (k)  of section three thousand two hundred twenty-one, and subsection (y)  of  section  four  thousand three hundred three of this chapter.  Such study  shall be performed by a member of the  American  academy  of  actuaries.  The  study shall be completed and a report submitted by September first,  nineteen hundred ninety-nine to the governor,  the  superintendent,  and  the temporary president of the senate and the speaker of the assembly.
