§  61.  Definitions.  For  the  purpose of this article, the following  terms shall have the following meanings:    1. "Commission" means the commission on judicial nomination.    2. "Candidate" means a person who is constitutionally eligible to hold  the office of chief judge or associate judge of the court of appeals and  (a) who has requested the commission to consider his  qualifications  to  hold  such  office; or (b) who has been recommended for consideration by  the commission by another person, including a community or  professional  organization;  or  (c) who has agreed to be considered by the commission  at the commission's request.
