§  829. Evaluation. The commissioner, in consultation with appropriate  heads of departments, shall prepare and furnish  to  the  legislature  a  report,  not  later  than  one  year  after  the  effective date of this  article, on the centers established under this article, including:    1. A thorough assessment of each center;    2. Recommendations concerning the administration and expansion of such  centers;    3. A detailed statement of the findings and conclusions of the studies  conducted under section eight hundred twenty-seven of this article; and    4. Such  recommendations  for  legislative  or  other  action  as  the  commissioner may consider appropriate.
