§ 196. Reports.  The  commissioner and the administrator shall make an  annual report to the legislature and the governor which  shall  describe  the  quality  and quantity of spills of petroleum, the costs and damages  paid by and recovered for the fund, and the economic  and  environmental  impact on the state as a result of the administration of this article.
