§  1908. Contracts. The authority shall let contracts for construction  and materials in the manner provided by law for contracts of  the  city,  except  that  where  the estimated expense of a contract does not exceed  two thousand five hundred dollars such  contract  may  be  entered  into  without   public  letting,  provided,  however,  that  where  the  board  determines that it would be detrimental to the authority to comply  with  this section, it may enter into a contract without complying herewith.
