§  1794.  Powers.  The  authority shall have the power to enter into a  lease with  the  Seneca  Nation  of  Indians  for  any  or  all  of  the  reservation  lands underlying the city of Salamanca. The authority shall  have  the  power  to  enter  into  subleases  with  persons,  firms   or  corporations  with  respect  to the lands comprehended by the lease from  the Seneca Nation of Indians. The authority  shall  have  the  power  to  accept  the  surrender or assignment of existing leases and to negotiate  for and enter into subleases with respect to any of such property.    The authority shall have the power to:    (a) Confer with the governing board of the city and with the governing  board of the nation.    (b) Confer with lessees of property for  the  purpose  of  negotiating  renewals  of  leases  including  the  power to enter into arbitration by  virtue of the statute of  eighteen  hundred  seventy-five,  or  for  the  purpose  of  accepting  the  surrender  of  existing  leases  and of the  negotiation  and  execution  of  new  subleases,  including  by  way  of  extension  rather than of limitation, leases respecting the reletting of  lands where leases have been cancelled  for  nonpayment  of  rentals  or  other  default,  the correction of errors in description and the letting  of lands not under lease for whatever reason.    (c)  Make  the  annual  determination  of  the  Indian  Lease  Tax  in  accordance   with   the   provisions   of   section   seventeen  hundred  ninety-four-a of this article.    (d) Make contracts and leases and execute all instruments necessary or  convenient  for  the  purpose  of  carrying  out  the  purposes  of  the  authority.    (e)  In  the  exercise of the power to enter into sub-leases, the sole  rent payable under said sub-leases shall be the annual Indian Lease  tax  imposed  pursuant  to  section  seventeen  hundred ninety-four-a of this  article.    (f)  Accept  gifts,  grants  or  contributions  from   any   municipal  corporation  or  governmental agency or public utility and to expend the  proceeds thereof for authority purposes.    (g) In the exercise of the power to enter into subleases, agreement by  such authority shall not be unreasonably withheld, and the authority may  neither limit, determine nor control the  use  of  lands  sought  to  be  leased.    (h)  The  authority shall have the power to designate the depositories  of monies coming into its hands.    (i) The  authority  shall  have  the  right  to  contract  for  expert  professional services in carrying out its duties.    (j)  The  authority shall have the power to do all things necessary to  make the lease between the authority and the Seneca  Nation  of  Indians  useful and productive.    (k)  The  authority  shall have the power to enter into arbitration in  respect to the negotiation or renegotiation of leases  or  subleases  of  any  description  and  in respect to such other matters as the authority  may deem desirable.
