§  1780.  New  York  state  employees'  retirement  system; rights and  privileges of officers and employees transferred to  the  authority.  1.  The  authority shall be a "participating employer" in the New York state  employees' retirement system and  all  officers  and  employees  of  the  authority shall be eligible to participate in the said retirement system  as  if  the  authority  had  become a participating employer pursuant to  section thirty-one of the retirement and social security law.    2. Officers and employees of any  participating  municipality  may  be  employed  by  or transferred to the authority and when so transferred or  employed shall continue to have the rights, privileges, obligations  and  status  as  if  they had continued in their former municipal affairs and  employments.    3. Upon the transfer of the present Salamanca district hospital to the  authority, all officers and employees  having  a  civil  service  status  under  the  civil  service  law  of  the  state  of  New  York, shall be  automatically transferred to and shall become officers and employees  of  the   authority   and   shall   retain   their   former   civil  service  classifications and rights, except as  specifically  excepted  by  other  provisions of this act.
