* § 2999-b. Legislative intent. It is the intent of the legislature to  promote  patient  safety  and  the  quality of care, as well as the cost  effectiveness of such care, by convening providers and payers to develop  clinical  measures,  and  the  metrics  on  which  to  measure  provider  performance. Thereafter, it is the legislature's intent to encourage and  support   regional  demonstration  projects  involving  multiple  payors  utilizing such metrics as the basis for providing  financial  incentives  to providers to achieve increased quality and cost effectiveness.    * NB Expires April 1, 2011
