§  604. Supervision of public health programs. In order to be eligible  for state aid, under  this  title,  each  municipality  shall  employ  a  full-time  local  commissioner  of  health  or public health director to  supervise the provision of public health services and to  implement  the  approved public health services plan for that municipality.
