§  610.  State  aid;  air  pollution control. Where a city of over one  million population expends moneys for air pollution control conducted by  a city agency or agencies other  than  the  city  department  of  health  pursuant  to  certain standards to be prescribed by the commissioner and  pursuant to a plan submitted to the commissioner, it shall  be  provided  state  aid reimbursement in an amount not to exceed fifty per centum but  no less than forty per centum of the amount of money expended during the  city fiscal year.
