§ 191. Certificate  requirement.  1. No person or persons shall engage  in intrastate transportation as a common carrier of household  goods  by  motor  vehicle  on  any highway in this state, or hold themselves out by  advertising or any other means to provide such service, unless there  is  in  force  with  respect  to  such  person  a  certificate issued by the  commissioner.    2. Applications for certificates shall  be  made  in  writing  to  the  commissioner,  be  verified  under  oath,  and shall be in such form and  contain such information as the commissioner by regulation may  require.  The  commissioner  shall  provide  for  publication  of  a notice of the  application to all interested parties.
