§ 203. Oaths  and acknowledgments. The commissioner of motor vehicles,  a deputy commissioner, an  assistant  deputy  commissioner  or  a  motor  vehicle referee shall have power to administer oaths and take affidavits  and  acknowledgments  in  relation  to  any  matter or proceeding in the  exercise of  the  powers  or  the  performance  of  the  duties  of  the  commissioner  under  this  chapter.  Any  officer  or  employee  of  the  department of  motor  vehicles,  designated  for  that  purpose  by  the  commissioner  of  motor  vehicles, or any assistant to a county clerk as  may be designated by such county clerk, shall have  power  to  take  any  affidavit  or  acknowledgment  which any person is required to file with  the department of motor vehicles.
