§  14-1418  Appeal  from  apportionment.  A  person  aggrieved  by  an  apportionment may, within fifteen days after the filing thereof,  appeal  therefrom  to  the  county  court  of  a county in which any part of the  village is situated. Such appeal shall be taken by a notice, stating the  grounds thereof, addressed to the  board  of  sewer  commissioners,  and  filed with the village clerk.
