§  9-900 Acts or resolutions of the board of trustees that are subject  to referendum on petition. l.  Whenever  this  chapter  shall  expressly  provide that an act or resolution of the board of trustees is subject to  a  permissive  referendum,  such act or resolution shall be subject to a  referendum on petition as set forth in the next section.    2. Within ten days after the performance of any act or the adoption of  any resolution by the board of trustees which is subject to a permissive  referendum as above described, the village  clerk  shall,  in  the  same  manner as is provided for notice of a general village election, post and  publish  a  notice which shall set forth the date of the adoption of the  act or resolution and contain an abstract  of  such  act  or  resolution  concisely  stating  the  purpose and effect thereof, and indicating that  such act or resolution is subject to a permissive referendum.    3. Whenever any state statute shall provide  that  any  local  law  or  resolution of the board of trustees is subject to a mandatory referendum  and  if  no  other  procedure is otherwise provided for, such referendum  shall be conducted as provided in this article  as  if  such  referendum  were  a permissive referendum upon which a valid petition had been filed  with the date of adoption of such act or  resolution  by  the  board  of  trustees  being  deemed  the  date of the filing of the petition. In the  event a mandatory referendum on the adoption of a local law is held at a  time other than at the time of a general village election  for  officers  as provided by section twenty-three of the municipal home rule law, such  referendum  shall  be  conducted  as provided in this article as if such  referendum were a permissive referendum upon which a valid petition  had  been  filed with the date of the adoption of such local law by the board  of trustees being deemed the date of the filing of the petition.
