§ 214-l. Sale  of  talc  coated  rice  prohibited.  1. As used in this  section, the following terms shall have the following meanings:    a. "Talc coated rice" shall mean milled rice which is coated in  whole  or in part, with glucose and talc.    b.  "Talc"  shall  mean the color additive which is a finely powdered,  inactive,  hydrous  magnesium  silicate  sometimes  containing  a  small  proportion of aluminum silicate.    2.  No  person  shall sell, offer to sell, or expose for sale any rice  which has been coated or treated in any manner with talc.    3. A violation of this section shall be punishable by a civil fine not  to exceed one thousand dollars on the first  offense  and  ten  thousand  dollars on any subsequent offense.    4.  It  shall be an affirmative defense to a violation of this section  that the person did not know and could not reasonably  have  known  that  the rice contained talc.
