<br><br>13A.224 General requirements for incorporation by reference. <br> No material shall be incorporated by reference unless: <br>(1) The material incorporated by reference relates only to the specific subject matter <br>governed by an administrative regulation; <br>(2) The material has been reviewed in detail by the administrative body; <br>(3) No statute, state or federal regulation prescribes the same or similar procedure, or <br>sets forth a comprehensive scheme of regulation of the subject matter; and <br>(4) Its incorporation is necessary in order to: <br>(a) Implement, interpret, or prescribe law or policy authorized or required by <br>statute; <br>(b) Establish or describe the organization, procedure, or practice requirements <br>authorized or required by statute. <br>Effective: July 13, 1990 <br>History: Amended 1990 Ky.
