<br><br>15A.210 Administrative regulations governing secure juvenile detention facilities. <br>(1) The Department of Juvenile Justice shall promulgate and enforce administrative <br>regulations to govern at least the following aspects of the operation of facilities: <br>(a) Administration; <br>(b) Personnel; <br>(c) Training and staff development; <br>(d) Recordkeeping; <br>(e) Physical plant; <br>(f) Security and control; <br>(g) Safety and emergency procedures; <br>(h) Sanitation and hygiene; <br>(i) Medical and health services; <br>(j) Food services; <br>(k) Intake and classification; <br>(l) Programs and services; <br>(m) Residents' rights; <br>(n) Rules and discipline; <br>(o) Admission procedures; <br>(p) Communication, including mail, visitation, and telephone; <br>(q) Release preparation and transfer programs; <br>(r) Volunteer involvement; <br>(s) Transfers; <br>(t) Reimbursement rates and conditions; and <br>(u) Detention facility rate increases. <br>(2) Administrative regulations promulgated under this section shall specifically identify <br>new requirements of the law which increase the cost of operating a juvenile facility <br>not operated by the Department of Juvenile Justice. The administrative regulations <br>shall identify the amount and source of funding for compliance with the new <br>requirements. <br>Effective: July 15, 2002 <br>History: Amended 2002 Ky.
