The secretary shall establish the internal organization of the cabinet not otherwise <br>established by the Governor or the General Assembly and shall organize the cabinet into <br>such organizational units as the secretary deems necessary to perform the functions, <br>powers, and duties of the cabinet, subject to the provisions of KRS Chapter 12.
