Subject to restrictions for violations of rules, any inmate of a facility operated by or under <br>contract to the department who requests religious publications or other religious <br>instructional materials may receive them provided: <br>(1) They have been purchased by or donated to the inmate; or <br>(2) Donated to the institution for use by inmates; and <br>(3) Do not constitute a threat to the security of the institution.
