67A.872 Authorization to construct and maintain wastewater collection projects. The General Assembly of the Commonwealth of Kentucky finds and determines as a fact <br>that in urbanized areas of the Commonwealth, where industrialization and <br>commercialization have progressed at a high rate, attended by rapid residential <br>development, there is a particular public need for acquisition of major wastewater <br>collection projects in the interests of the health, safety and welfare of the general public <br>residing in such areas and in order to enable metropolitan population centers to plan and <br>develop major community-wide sewer facilities; that it is therefore essential that urban-<br>county governments be vested with alternative authority for the construction and <br>installation of facilities for the collection of flowable liquid wastes generated by <br>residential, commercial and industrial uses for ultimate disposition in a proper manner at <br>the cost of benefited properties; and that such urban-county governments be authorized <br>and empowered to directly plan, develop, initiate, finance and carry out wastewater <br>collection projects.
