Every ordinance or resolution adopted by the governing body of the municipality or board <br>under the provisions of KRS 96.171 to 96.188 shall become effective from and after its <br>passage, and no such resolution or ordinance shall be subject to any referendum or <br>election except as expressly provided in KRS 96.171 to 96.188.
